3. License Plates By Mail

You can also send a copy of the Illinois Certificate of Title for the vehicle in your name along with a completed Application for Vehicle Transaction(s) (VSD 190) directly to the Secretary of State via the US Postal Service and include your license plate and registration fee. In this instance, though, you'll need to park the vehicle on private property until the license plates arrive. It can take awhile for the mail to run in both directions.

4. License Plate Renewals

When you need to get Illinois license plates, there are definitely a number of options. If you are doing an Illinois license plate renewal, there are similar options. In this case you can also go into an Illinois drivers license facility or a license and title service to take care of the task. If you've notified the state of your current address you should get a notice in the mail when your license plates are set to expire. As long as you do it early enough, you can renew online at the Secretary of State's website. You can also use a mail option.
